When applying eyeliner to the inner eye, gently pull lid away from eye and draw a line along upper and lower inner eye rim.
If applying eyeliner to outer rim of eye: Pull lid taunt with free hand, draw across in one continuous thin line. Retrace for larger lines. Apply eyeliner as close as possible to (and even into) the lashes. To avoid the white line you get when liner and lashes don't connect.

It actually depends on what type of eyeliner you are using. Eye pencils give great definition for both daytime and nighttime looks and it can make your lash line look fuller. On the other hand, liquid eyeliners provide a clean line and greater definition for bold or dramatic looks.

I am also trying to learn some new tricks on putting make-up. Here's what I got!

EYE PENCIL
1. To outline the shape of your eye, start by drawing a line along the upper lash line beginning at the center of the eyelid and working outwards.
2. Repeat on the lower lash line, starting at the center of the eye working outwards.
3. Soften the effect of the eye pencil application by smudging the line lightly.

LIQUID EYELINER
1. Start with your upper lid and begin by drawing the line at the inner corner of the eye.
2. Continue the line to the outer corner of the lid.
3. Extend the line past the natural contour of your eye to make your lashes look longer.
4. Allow liner to dry for at least 10 seconds.

I got this from http://www.maybelline.com/makeupstudio/us/index.aspx?refid=12 and it can actually provide you with a video demo. It's not only for applying eyeliners but for total make-up. Enjoy it! It works for me.

Pull down under your eye a little when you do the lower lid, and sometimes putting a finger over your eyelashes helps when you do the upper lid. I have alos noticed people who use a power eye shadow in a dark colour have a softer look to their liner, and have more creative control with out it coming out dark and harsh like some Boy George incarnation.
Plus with powders you can go as dark and dramatic as you want without it being such a blunt line.
