I am trying to make a game with a few friends, what programs do I need besides a 3d modeler?

Also if anyone has any good free programs besides a 3d modeling I would appreciate if you would tell me.

What are you making it in?
At the lowest level, something like Never Winter Nights?
Or a games engine like Dark Basic?
Or Delphi?
