There are a lot of people, men and women, who are very attracted to ladies with smaller breasts and ladies who are flat-chested.
Women do not have to have large breasts to be sexually attractive and I tend to be drawn to smaller breasts and flat-chested ladies when I date.
Of course, the most important things are her personality, how much respect and decency she gives to others and the overall way she treats others. Just like men, these are the criteria to judge her by - not her beast size.

I don't prefer completely flat chested, but smaller is better for athletic girls. I prefer a girl I can exercise with, and if she's flat chested and athletic, I would definately love her

of course not. its what you want not what other people want. for me example i dont have the biggest chest. im a 36 A and ive had so many boyfrends i cant even remember
