Ask your neighbors politely to keep him inside or have him debarked, or get a Squawk Box filled with citronella and hang around his neck. Should they ignore you - call animal control first and then the police.

Get a big powerful spray bottle.
Use "MAX 1/2 oz. ammonia, (no more)" mix balance with water.
Every time dog barks spray over the fence.
Dog's nose is so sensative he will eventually get the message. If I bark I will have this strange, strong odor I do not like to deal with.

take a loaf of bread out to the fence each night and let it eat while you get to sleep. He will be so full he wont be yappin .. plus he will like you too
