Yes they not only can give you a ticket but they should. Blinkers are made for safety purposes and not blinking may cause severe accidents because they (the blinkers) convey a message or warning to other drivers. This message in a lot of times stops accidents and save lives!

To the people that thought it was BS that they got ticketed for failure to signal, well if you would use the signal then you wouldn't have been ticketed. The cop wasn't a jerk, an @#$@#!^%$, or anything like that. They are just doing their job by keeping the roads safe. I came within inches of getting into an accident because some idiot didn't signal.

Yup even if your blinker's out and you don't know it. If you know your blinker isn't working use your hand signals - if you forgot them - do a search and find them - or stop at a dmv for a driver manual.

I don't know but I sure hope so. There are so many inconsiderate people who don't ever use their blinkers and think someone can read their minds. I miss common courtesy.

Yes. Failure to signal change of lanes, or improper lane change. But they don't often ticket for just that unless you really tick them off.
