The Bible (in all its versions) is certainly the most frequently published book, by far, so it is also likely to be have the greatest number of copies that aren't read.
The real question is which book has the highest ratio of unread copies to total copies. Ignoring encyclopedias as well as law and references books that aren't meant to be read straight through, I'd say it is most likely some thing like Hitler's Mein Kampf which was required bookself material in Germany in the 30s but is virtually unreadable or (on a lighter note) some men's self-help or health book that women buy for their husbands/sons/boyfriends.
