"Hizb" is an Arabic word that means "a political party". The word "Allah" means "God". So the word Hizbullah means the "party of God". As far as the spelling is concerned, it is an Arabic word so you could use any spelling you want as long as it is close enough to the pronounciation of the actual word.

Hezbollah is a translitteration of an Arabic word (meaning people spell it like they think it sounds). The same thing happened during Brittish expansion to Peking/Beijing.

Many words from the Islamic/Arabic world do not easily translate into a single English spelling.
