It calls procrastination. People are lazy because they are lazy. Either because they are afraid of the process of doing things or they do not think something is worth doing. Everybody wants to sit back and do nothing. Though there are consequences, they choose to be ignorant because it is part of human nature.
It is all in your mind. If something is absolutely ugly, but you tell yourself that it is beautiful in its own way, and that you should appreciate it then it would the prettiest thing in the world. If something is nasty, but you tell yourself, "Hey, this doesn't taste half bad. I tasted worse," then it would not be that disgusting. If you are feeling lazy, tell yourself of the consequences. It's all about self-discipline.
If this is about other people. Just be yourself and do your thing. Laziness always pairs with consequence. And they will have to face it soon.

part of the reason must be learned helplessness as they have failed so often they are too exhausted and demoralised to try again
