A flagpole or flagstaff can be a simple support made of wood or metal. If it is taller than can be easily reached to raise the flag, a cord is used, looping around a pulley at the top of the pole with the ends tied at the bottom. The flag is fixed to one lower end of the cord, and is then raised by pulling on the other end. The cord is then tightened and tied to the pole at the bottom. The pole is usually topped by a flat plate called a "truck" (originally meant to keep a wooden pole from splitting) or by a ball or a finial in a more complex shape. Very high flagpoles may require more complex support structures than a simple pole, such as guy wires, or need be built as a mast. The highest flagpole in the world, at 160 metres (525 feet), is that at Gijeong-dong in North Korea, the flag weighing about 270 kilograms (600 pounds)) when dry. The world's biggest regularly hoisted flag, however, is the Brazilian national flag flown in the Square of the Three Powers in Brasilia, the capital of Brazil. This flag weighs about 600 kilograms (1300 pounds) when dry and measures 70×100 metres (230x330 feet). It can be seen from all parts of Brasilia and its flagpole is the tallest structure in the city. The tallest free-standing flagpole in the world is in Aqaba, Jordan, with a total height of 132 meters (430 feet). The second tallest free standing flagpole in the world is also in Jordan but in the capital, Amman. It reaches a height of 126 meters (410 feet), and hoists a flag which measures 60×40 meters (200x130 feet), and is illuminated at night, and can be seen from 25 km (16 miles) away.

At the top of the pole you have a pulley, A length of rope that is twice the distance from the pulley to a comfortable hand height is run through the pulley, The flag usually has metal grommets at the top and bottom of the flag on the star side.Using a steel snap,available at most hardware stores, or even an "s" hook, to attach the flag to the rope. The steel snap, will have one end that snaps through the grommet on the flag and the other end of the snap will have a ring. Run the rope through the ring end and knot it right there to keep it secure, Do this at both places that match the grommet position on the flag. Using the steel snap allows you to remove the flag for what ever purpose. Using a "S" hook is easier but a little harder to remove. Position each "S" hook at the place on the rope that is opposite the grommets on the flag, Run one end of the hook through the grommet and mash it shut with a pair of pliers. Do the same on the rope with the other side of the "S" hook. Good Luck.

The flag pole has a rope and pulley sysem. The rope has a metal hook at each end.
Flags are made with a short length of rope. top and bottom, each with a metal clip to attach to the rope on the flagpole.
When there is no flag flying, the 2 hooks on the flagpole rope are hooked together.
To fly the flag, the hooks are uncoupled and the clips on the flag are used to attach the flag - one top and one bottom - to complete the loop again.
Now pull on the rope and the pulley syetem raises the flag

They use a long rope- I think they divide it into two and then they start pulling one end of the rope to lift e flag up and when they finish they tie up the other end on the hooks on the flag.

Basic pulley system usually works, you can raise and lower it. That is, unless you want to permanently affix the flag to something, which I would advise against. Can't take it down in bad weather that way.

there is a metal ring in a hole in the flag (on at top left and one at bottom left) and a string passes threw both holes and connects to the mainline string which lifts and lowers the flag
