They are both powerful in their own standings of power and the standings of power are different. One is running this country and the other is praying for the world through God. entirely different powers so I cannot say one is more powerful in your question..

However God would win over both and all if you had him in the question.

Bush is powerful, and terrifying. He is the leader of the strongest nation (in fire power) that has ever existed. He is throwing his power around, invading countries, appointing people that shouldn't be, and generally being very careless with our futures.
The pope (any of them) are "king" of a tiny country of Vatican City, and have very little political power. The pope is a respected leader of millions of Catholic people and he might be able to rally them to do something, but it would be highly irregular.
Bush would probably arrest him and take over his country, too. Personally, I think the pope is a clueless old man clinging to his money and power for as long as he can. As a religious leader, I choose the Dalai Lama who actually lives his beliefs, even if they are kinda goofy, too..

The Pope; although both are figure-heads, the Catholic Church is one of the most wealthiest entities on earth with lots of power. Bush on the other hand is a temporary staging post; for the current political wave front. His ideology like so many other Presidents will fade away.
