Jason won, but I think that the battle just began. After all when Jason was holding the head of Freddy, the head winked.

At the end Jason come walking out of the water with Freddy's head in his hand. So you think it's over, but Freddy's eyes open up so he's not really dead. Technically Jason did, but Freddy isn't completely dead. It's a toss up for me.

Jason did take Freddy's head off but he didn't kill him. So I'm not sure if I'd call that a win. I was kind of hoping for one of the villains to actually die leaving no room for any sequels.
