I didn't know this
If you're referring to the one covered most widely in the news, I believe it was a train bomb, I think they arrested those and it was just some terrorist scum.

Some Muslim groups active in India have been found to have support in Pakistan, and whenever one of those groups is thought to be responsible for an attack, it is brought up that they are Pakistan based, and so Indians tend to lay blame on Pakistan for either supporting them or for not having eliminated them. Muslim terrorist groups are everywhere, and I do feel that the governments of the countries where they operate should do more to shut them down. But it is not that easy - they get bombed in one place, they pop up in another.

Becuase India and Pakistan have been at conflict with each other for many years, and for a majority of the time, if there was a bombing in India, it was in fact Pakistan. Further, today, since the government is friendly to terrorism (we accuse them of hiding Bin Laden) there is a good chance that even if they did not directly carry out an attack, they facilitated the people who did.

History would suggest Pakistan is a good direction to look when something goes wrong. But India doesn't just randomly blame Pakistan. That country's toleranc of religious extremists and the ongoing tension between the countries would suggest India probably has a good reason to at least suspect Pakistan and then I'm sure they gather evidence before they truly blame them.

Becas the Pakistan do blame the Indians for any mishap that happens in Pakistan. Its a Ulta Bulta Game by both governments.
Generally normal citizens of both countries are good to each other.

Because they dont want to accept their incompetency in finding the real convicts!!
And more over, they want to misguide the poor and helpless people of India by distracting them and cover-up the secuirty gaps in their intelligence agencies.
Maybe, they should outsource intelligence to Pakistan. After all they have found 600+ Al-Qaeda people and many 9/11-related Most Wanted men.

Given no obvious evidence to the contrary, they'll do what any other country would do when they are 'feuding over territory', blame the 'enemy'. In this case, its India, Pakistan, and the Kashmir.

Because they don't trust their Pakistani neighbors. It usually is the Muslims who are doing the bombing in India, but some of them are homegrown and not all from Pakistan.
