close off vents some or all to other rooms not needed,we have same problem......

Try putting a fan on the stairway that'll encourage the warm air upstairs to go downstairs. I wouldn't recommend calling anybody to look at it. This is a natural phenomenon. Hot air rises because it's lighter than cool air. Cool air will naturally head toward the ground, so it's often quite a bit hotter in the upstairs of any house. You can also try keeping the door to that room closed with a towel along the bottom and closing off vents in rarely-used rooms downstairs to encourage the retention of cool air.

Newer installations have individual dampers in each outlet's line...IT may be that the damper has, over time, closed with vibrations, etc. Check it out to see if there is a "control" damper in the line. Open it and I will bet you have a great rush of air. IF not, then you have something stopping up the line, or the air handler blower has weakened to the point that it will not lift the heavy cold air...very doubtful. Look for a damper in the air duct. I am assuming you have made sure the register vent itself is open...all registers have vent control on them with a lever to open or close the louvers. Good luck

Check and see if the fan motor.....right next to the filter...has any additional pully wheels.
Sometimes there will be two or even three different size wheels that the fan belt can be moved to. The larger the wheel...the faster the blades will turn ergo...more air being pushed.
Other then that... Check to make sure the flue damper for that particular vent is open....make sure that there is nothing trapped in the pipe itself...(kids are notorious for shoving things in vents) and last ...see if you can have a larger fan motor installed.

Close some of the vents in the downstairs to increase the pressure upstairs. If that doesn't help, there are booster fans you can buy that you put right in the ductwork.

you might be out of coolant if thats the case time for a new one
cooland usually runs out in about 3-6 years depends on how often you use it and how long your summer hot season is.
