I would like to write a PhD on changes in the Baltic Markets and thier relation to join EU , Can Any one help meas to write a proposal for this so that I can apply to schools in europe (denmark,scandinavians, baltics)

I think you are jumping the gun here.

You don't usually have to pick a dissertation topic or put together a proposal until after you pass your preliminary exams -- which you don't usually take until the end of your second or third year of graduate school.

Check out the web sites of schools where you want to apply. They should tell you what is required.
