How do I find out who the webmaster is for a website?

use that website, type the domain and it will tell you who owns the website, in most cases that will also be the webmaster.

Usually it will say somewhere on the site, unless it is a personal site, then the person has the choice to provide that information.

usually there is a contact option, that may tell you how to email someone and actually get a person, but, there are, of course, no guarantees.
