Yes
try tune up utility 2006
from http://www.tune-up.com/
From this programm help:
File recovery and Destruction
The modules in the File recovery and Destruction help to protect your data and your privacy. These two TuneUp Utilities 2006 modules are ready to help you protect and securely delete your important data at any time.
Whenever you want to dispose of sensitive documents in your office, you normally use a shredder instead of simply throwing them away. The risk that someone could take the documents out of the trash and make use of them would be too great.
The module TuneUp Shredder lets you safely remove sensitive data from your computer. And thanks to the secure deletion method of the US Department of Defense, you can delete your data so effectively and securely that even the cleverest of data thieves can't recover it.
TuneUp Undelete does exactly the opposite. You can use this module to recover accidentally deleted files and folders, even if they are no longer in the Recycle Bin. Unless TuneUp Shredder got to them first, of course.

You may need to either purchase some software or download software to recover it (if you've already emptied your recycle bin).
Check out this site (look at the section "Undeleting"):

Do a web search for undelete... it will help you find the answer. Back in the DOS days, you could type undelete filename, and the file would come back. Now that we're using windows, you need a program to do that for you.

Do you have "GO BACK" on your computer? It comes with Norton on much of their software. If so, go back to a period in time prior to deleting it. Also, it could still be in your trash, unless you emptied your trash, so look there!

try system restore in windows xp. if not possible then you have to give your HDD to local technician so that he can recover the data. but i wont suggest you the second one because it is very much expensive.
