Because some people are frustrated with their meaningless lives and go-nowhere jobs. These are the people that run for neighborhood association boards, little league presidents, and PTA office so they will feel they have some authority. It's just how some people are. Kind of like the guy that becomes a policeman so he can have a gun. If the other officers knew they would never want to partner with him.

With terrorism the way it is today, you could be carrying anything in that bottle. (seen the news lately)As a bus driver myself, we have many rules we have to follow, many that may seem stupid or inconvenient to our passengers; but they are there for a reason. We are sorry we can n ot give all our reasons to our passengers. And perhaps he was just rude. Call the bus company. Ask them if they have a rule about carrying things on the bus.

Maybe the driver had a feeling of superiority. I don't know what a cota is but people tend to be cocky and arrogant when they feel like they've got power over people.
