You write a website, pay someone to write a website, or cheat with a program used for designing websites. You'll either have to set up your own host server or pay someone to host it, unless you manage to host it on a free site, some of which will even have web page editors that you can use for free. Using that last option, you could be up and running in about ten minutes.

there are many sites that allow u build sites without any knowledge, i like www.geocities.com, and it's free, the only thing is that u'll have ads on your sites and it won't be your own domain, if u don't like geocities, then try to find the others in a search engine

It's free to make one, typically not free to host one.
Sometimes your ISP will give you a small amount of free hosting.
Learn HTML and some graphics editing programs.
w3schools.com has some good tutorials.

There several ways to start, and it all depends on what you want to do. do you want just simple "about me" site-- then you can use free site like geocites.

you may use geocities for free and you have already one as you are a yahoo member or you can use myspace using msn
