you can try planting 'curry plants' or if you have a pyrocanthia (sorry not sure on the spelling), you can cut some of the branches off and leave this where the cats are soiling your garden.
The sharp thorns on the pyro deter the most hardy cat as they don't like the little pricks!!

You too huh? I don't know whether to shoot the cats or the neighbors. If it's not a vegetable garden, you can sprinkle moth balls over it. If it is, there are sprays on the market that work really well - and you can just spray them around the edge of the garden. I've used them, and the cats haven't come around for over a month. [Maybe someone else shot them lol]

Get some realistic looking plastic snakes and scatter them about.
Cats won't go near snakes and can't tell plastic from real.
Sounds daft, but it's effective, and a plastic snake will last a lot longer than any spray, doesn't stink and leaves your homegrown veg edible.

there are lots of old wives tales but here are some ideas:
pepper
coffee
orange peel
a dog
gravel
Failing that what about setting your hose pipe up with a sprinkler and setting it off every hour - that should deter them.
Good luck.
