From a materials science point-of-view, anything harder than steel can physically buff the scratches out, but most things would just introduce further scratching. I don't know if the watch is waterproof or not, but I recommend treating it in one of those "baths" used to treat scratching on precious metal jewelry. Since precious metals like gold, silver, and platinum are far softer than steel (especially stainless steel), such treatment would be far gentler on your watch than it would be on said jewelry, but it would probably require more time in solution.

No there isnt and heres why. all metal that you see has scratches when you seen a piece of stainless steel polished to a mirror finish all that has been done is to put smaller and smaller finer and finer scratches. if you look at it under a magnifying glass you will be able to see. the only thing you can do is to have the whole piece of metal re sanded and buffed.

If it is brushed steel, a fine steel wool pad applied in the same motion/direction as the 'grain' of the stainless steel.
If it is smoothly polished like chrome, you may have to rub it out with a jewelers rouge and a non-aggressive buffing pad.

Use a Dremel tool and it's buffing attachments. It's small enough for the job you are looking at without the high cost of repair shops or other items you may never use again for about the same price. There are too many attachments to list in case you have projects around the house requiring this tool, Thats why I posted these sites. I know you would not need the RotoZip for it though as this is a multi-purpose cutting tool.
If you decide to purchase one; test other similar metals in a
non-conspicuous spot to test and to get a feel for it.

Take it to a jeweler and have them buff it for you. It really depends how deep the scratch is.
By the way, * Toothpaste is a really good jewelry cleaner, it has just the right amount of abrasive, and polishing qualities.
