They have blackspot and probably need to be trimmed up and then fed. Try Ortho's Systemic Rose Food which is available in many places. Water your roses deeply and cut off all of the spotty leaves and dead branches. Take the refuse to the trash, and do not leave the dead stuff on the ground. Then fertilise with the systemic rose food according to the directions. I have used this for years and it feeds the plant, repels insects and disease, and adds vigour to the bush. I think you will like it very much.

Do not water in the evenings. Water early in the morning so that the sun has time to dry the excess water and it does not cause blackspot and mould. The systemic rose food lasts for about 6 weeks; then you must repeat.

You need a fungicide sprayed on your roses. This is common but it you don't keep up on it it can kill a rose plant. make sure you plant your roses where it gets lots of air circulation and don';t water the leaves at night. I've seen some fertilizers with insect and fungicide included in them, they are 'systemic' and it takes care of these problems real well. good luck

PS. your roses have 'brown spot' sounds like, always water at the ground/root area if you overwater they can yellow due to not enough iron, but wouldn't have the brown spots then.

If the leaves on the bottom are dying the plant could be root bound, meaning the roots have no where to go. If it's outside you might want to check your soil for large rocks.

Try the Bayer rose formula. Fertilizer and systemics in one. Don't overuse.

You need to spry for the fungus, take few leaves to nursery they will come up with the cure.

if this is a bush outside it means they are overwatered,

if its inside try recutting the stems under water and change the water
