1. When I shoot the ball inside the paint and a defensive player hits me in the shoulder while or after blocking the ball , is this a foul?

2. Am I right to say that a defensive player can not initiate contact to the shooter while he is shooting. If the shooter initiates contact, then there is no foul.

usually yes on both counts...but a lot of calls are made at the discretion of the referees so if the contact is considered minimal or unhampering then the call might go the other way...this is why i think there should be instant replays in the nba...i've seen so many games with blown calls where teams have lost unjustly

1. It is a foul. It does not matter where you are shooting from, it could be half court and if the defensive player hits you, its a foul.

2. Yes, but in the NBA recently I have noticed the shooter leaning into the defender and getting a foul called on the defender.

1.Yes
2. Yes,

But if the referee decides not to call it or call foul on something less (like looking at Dwayne Wade when he is on a drive to the basket), there is nothing you can do about it.
