Niece was a vicitim of a bully, police and school not really doing anything. Did find out that bully will be attending same school as my niece even though they don't live in this area. We'd like to obtain a "No Contact Order" in the state of Florida. Do we have to go through lawyer or can we petition the courts directly?

File a Protective Order at the local courthouse. They should have a standard form that you'll need to fill out, then the judge will ask you some questions about it. If he agrees you have reason to be concerned, he will issue the Order. The school will be obligated to recognize the court order.

I've never heard of a no contact order, but I did have the wonderful experience of having to file a restraining order.
If it is the same thing you are talking about, I can tell you right now that the bully must have physically touched your niece in a violent manner in order to get the restraining order.
I went to the county court house, asked the guards downstairs where to go to file, and had to fill out paperwork. The paperwork goes to the judge who decides whether or not a temporary order will be granted, if it is then you both get to go to court. Bully brat can contest it or accept it. Niece can ask for it to be made permanent, or drop it.
If a no contact order is not the same thing as a restraining order, I'd just call the courthouse, and make them tell you what to do.
You could always see a lawyer who will do a free consultation, just to see if it is worth getting them involved, and hey, maybe they'll get up off of some helpful info for you at consult time.
Good luck to you and your niece. I hope it works out for her. I'd keep calling the police, and the school everytime something comes up. Bully brat needs to curb this behavior now, don't let them get away with it.

YOU MUST PETITION THE COURT YOURSELF. THE NEXT TIME SHE BULLIES HER GET THE POLICE INVOLVED. LET THE NEW SCHOOL KNOW THAT THE OTHER GIRL IS BULLYING YOUR NIECE AND IF THEY ALLOW IT TO CONTINUE THEN SUE THEM. THEY ARE SUPPOSED TO PROVIDE FOR THE CHILDREN'S SAFETY. YOU MUST GO TO FAMILY COURT TO GET AN ORDER OF PROTECTION AGAINST THE OTHER GIRL IF SHE IS A MINOR HER PARENTS WILL HAVE TO BE INVOLVED. I HAD A BOY BULLYING MY DAUGHTER 5 YEARS AGO, I WENT TO THE SCHOOL, NO RESULTS, I WENT TO THE MOTHER, NO RESULTS. THEN I MET THE FATHER WHO WAS A TOTAL A$$ .WITH MY BROTHER AND TWO COUSINS, WE BEAT THE SH1T OUT OF HIM, THAT GOT RESULTS. (THOUGH I DON'T RECOMMEND IT). THE KID TO THIS DAY DOES NOT EVEN LOOK AT MY GIRL. GOOD LUCK NOTHING IS WORSE THAN KNOWING THAT SOME ONE IS MESSING WITH YOUR KID.

you can go to the clerks office in your local court house and get the paperwork
