The wheel when it spins, if it has a heavy spot, you put a lead weight on the opposite side to counter balance it. so it spins without a vibration.

if your car needs a balancing your steering wheel shakes badly while driving..
also you may need an alignment too..

you need an alignment so your car's tires won't thread out!!!$$$$
