It all depends. Sixteen years is a nice young age, which means that the skin is still very elastic and resilient. Chances are high that a 40-pound weight loss won't result in loose, flabby skin. HOWEVER, if the person is already at a healthy weight and is losing way more than is medically necessary/recommended, it could result in flabby skin. This is because the skin is there to protect things like muscles and organs, so if part of the weight loss entails "eating into" the muscles, the skin might preserve itself because it "knows" that it shouldn't be shrinking so much.
As for 40-50 pounds, I would have to know the person's current height and weight.
If anybody is seeking to lose more weight than is medically reasonable, they shouldn't do it.

Well, if you are obese and you lose that much, you would probably have flabby skin. If someones stomach is kinda big and streched out from the fat, then when you lose that, then there will be extra skin, aka flabby skin. If you are not obese but still want to lose some extra weight, than there will probably only be a little bit of flabby skin.

Well, first of all if this is your goal i would say loose that weight through a healthy slow diet, like South Beach Diet and exercise.Don't try to loose 50lbs in one month cause that will cause stretch marks and flabby skin.just make sure that you take your time and be healthy because if you loose this much weight the wrong way then you wont feel good and whats the point if you feel sick and your skinny. why not be healthy and skinny! GOOD LUCK!!!

yes, but you HAVE to exercise and eat RIGHT!!! i lost 40 pounds the "old fashioned way" and i have kept it off for a long time. i was 22 when i lost the weight and my skin is totally fine!

It's about losing the fat in your body instead of muscles. If u gain mascle mass and lose fat, then you'll be fine, but if u lose mucles instead of fat, then you'll have loose flabby skin.

i think it depends on how long you've had the flab for.
the longer you've had it for, the harder it's to lose the flabby skin.
