Circum = (pi)*D
D = 21

Circumference = ~66

Now you just have to decide if you're talking about feet or inches, since you listed both in your question.

diameter is line thru circle
circum. is total feet around
crap! it's been a long time!
radius is 1/2 diameter
2pi r, i think.
1/2 of 21 is 10.5
10.5 x 6.28 = 65.94 feet.(not foot)

Circumference of a circle =2(pi)r

=2*3.1415*10.5 (radius is half the diameter)

=65.97 feet
