I think it all depends on how long she's been a widow, how long she was married and how deeply she felt for him. I'm assuming this is romantic love.

If she's ready to move on to another relationship, take things *slowly*! I cannot stress this enough, because if she's not ready, then you won't get anywhere but confused.

If she's ready for another relationship, take things slowly and easily, build up to it. Telling her you love her could mean a lot of things, especially when/where it's proclaimed.

Keep in mind, that if you *do* love her, then you can wait until she's ready to love you back, because that's what love does.

There is only one approach that works and that is to sit her down and just tell her how you feel, or not doing that and take a chance on loosing her

Just tell her. If you love her more than a friend, just make sure it won't hurt the friendship just in case if she isn't ready yet. Good Luck..
