you might try an extension pole...unless you happened to have some scaffolding around...I'm betting extension pole from the hardware store is a good idea. They even have the kind with a brush attachement you can plug your hose into for added cleaning benefit. they you can attach a squeegie to the end of the pole for cleanup.

A pressure washer with Clorox bleach will not only clean your windows but it'll clean the whole house as well. It will also clean your driveway and sidewalks without hurting your grass or shrubs. I know this because I have family members that have a pressure washing business been in business for 12 years.

The lower sash will come out, clean it out of the frame, then reach up and clean the outside of the other one, some will pull down also.

Windex makes a cleane solution that fits on a hose, all you do is spray, not sure how good it works.

try something like this - I have seen this on sale at Home Depot, Walmart etc It attaches to your hose - Not sure if it would reach the second floor but it might!
