All I can get my american eel to eat is earth worms but no matter how much i feed him he still seems hungry. My question is this, what and how much should I feed him? (he is about 1 foot long).

They are omnivores and will eat almost anything. The idea of going to a bait shop and getting it either crayfish or minnows is an excellent idea.
In my experience they are voracious. Keep in mind, at 1 foot in length, your eel may still be "a growing boy"...or worse a growing girl. See the attached article - male can grow to 2 feet in length; but females to 5 feet!
You seem to know a little bit about them already - with that, keep in mind that your eel will eventually feel the need to move downstream. So, be kind and (after a while) release him/her and get a new eel for your aquarium.

If you have a bait store near by, he would probably enjoy some small crayfish, they would also help keep you tank clean of uneaten food, and could successfully live in the tank until they are eaten.

American eels eat dead fish, some invertebrates, carrion, and insects.
