I would advise makeup with sunblock, try Neutrogena Healthy Skin Enhancer. It's SPF 20, and very sheer, so you should be able to reapply without causing a big mess. If I were you I would use some blotting papers first, then reapply. Or try their powder with SPF, just make sure you actually cover your whole face.

I don't know where you live but if thre is a makeup store called Sephora by you go there they have a sunscreen that goes on first and doubles as a foundation. It is $40 which is an expensive price but it really works you can also go to thier website:

try buying make up with SPF in it.
dont wear makeup
dont worry about reapplying, its summer at the pool, no one wears makeup
Dont wear foundation to the pool
try a cover up stick or powder instead, apply after sunscreen so you dont look oily

You may need to redo your whole face if you need to reapply to the sunscreen. Unless you want to touch up your make up with powder that contains spf. However never rely on make up alone to provide the spf for your face because its spreads to thin to provide any protection.

it all depends on where you are going...like, if you are going to the beach or something i wouldn't even wear makeup because if you put sunblock on under your makeup, the sun block isn't even working because your makeup is covering it...but if you do want to wear makeup..don't wear cover-up all over your face/forehead...just use eyeshadow and eyeliner...because then it wont affect the sun block...
