I am a designer, i can help!

Open new document you want whether it's in indesign or photoshop. file> new> document....

Go to menu and click on window along the top and scroll down to layers which will give you a pop up box at the side....

When the box is opened, there is a bin symbol on the bottom right hand corner which is a button to delete the layers. the next button to the left is a white sheet symbol meaning new layer. click on this once to create a layer. make sure you click on the right layer that you want to work on. if you want to get rid of that layer, click the bin button...

hope this answer your question but it's help to start off with something simple before doing anything advanced!! it took me a while to get into grip with it.

Think of layers as clear pieces of transparent plastic which go onto your picture. You do need the "Layers" panel open to get the most of them. It should be open but if not, click on Window and click Layers.

You can work on one layer and it won't affect the others. You can even put layers in front of or behind other layers. Like I say, you have to imagine, instead of drawing on a piece of paper you are drawing on several see-through plastic sheets. Each sheet being a layer.

I assume you mean "photoshop CS".
Menu: Window, Layers (F7) to view the layers panel.
Bottom of the layer panel shows six symbols, the last one being a bin.
To add a layer, click the second from the right (a small square with anothe one in).
The new layer appears (Layer1). Click twice on the name to rename it.

simply add layers'
name it accordingly
u can move them front or to the back.
set their transparency or layering characteristics
theres also the layer bending options.
u can set the amount of shade u want with each layers.
then under the 'windows lane click
on the layers" so that a window for layers
is set up.
play around with it when u have time
and eventually u'll get the idea ;)

I have limited knowledge, depends i guess what you want to do with the layers.... if you right click over the layer you want it bring up a menu and you can select that layer... not sure if that helps... trial and error is usually the best way...
