Contact the building and code enforcement department. If they damage your property, also contact and attorney. You can also file criminal charges if they are aware of the damage to your property and willfully refuse to do anything about it. (I am not an attorney - I have just experienced something similar)

I talked to Waypoint homes last 2 times the neighbor drained his pool in to my yard and they did nothing . All of the water flows to my yard and not his..

First I would ask my neighbor if there was some other way he could do this. It is usually not legal to regularly engage in activities that cause water to run off your property. There can be toxic chemical issues your neighbor would probably want to avoid if he thought about it a little bit. If that does not work, I would contact the local water dept and the local dept of public works.

Call the city in which you live. What he is doing is not legal. He's supposed to drain to the street, or even better, to the nearest storm drain. Because he's doing this illegally, he can be fined and ticketed, and if his drainage causes your property damage, you have right to sue.
I would also take a moment to get it in pictures, or even better, on video so that you have proof, should such a time come that you do indeed need to sue for damages.

Talk to him. This is technically a trespass and you could talk to a lawyer about it if you get nowhere with your neighbor. Changing water courses is a common dispute between neighbors and an experienced lawyer could help. Contact the state bar for a referral if you don't know of an attorney.

I can't be sure of the laws if your area. The best thing to do is to have a lawyer write a letter to the offender and usually they will stop for fear of being sued. If they don't stop, then I suggest you discuss with a lawyer what van be done about it.

Yes, it is illegal. Call your town or city, and get the name of the Environmental agency, and if they dont have one, call the sewer department, and the state epa.
Swimming pool water has chlorine, and can not be disposed of in a city sewer. In addition, the chlorine can kill your grass.
