The difference is this:
Usually a Bush hater is well educated and decent to those around him or her.
A retard, or Bush lover, is ignorant, ill-educated and generally an all around prick to anyone who doesn't agree him or her 100% (see also: your question, you, Ann Coulter, Rush Limbaugh, Bill O'Reilly, etc.)
