I think that he did mean it, and he is using the alcohol as the cover up.

"When the spirits go in, the secrets come out".
Internally Mel is a bigot, but externally I don't think he really wants to be that way. He would like to change I think. It is said:
"The fruit doesn't fall far from the tree."
Mel's father is much more outspoken in his beliefs against Jews. Mel has a high degree of family loyalty which means he cannot outright discard the things which his father has taught him.
But Mel's apology was not phrased well. He should not have said "I am not a bigot", rather he should have admited that he is a bigot inside, but that he desires to change. He is in denial about his bigotry. Just like an alchololic being in denial about their chemical dependancy. It is always made to be someone else's fault. "You made me drink". Similiar to Mel's beliefs that Jews start all the wars in the world.
His offer to meet with Jewish leaders does show a degree of sincerity in his desire to change. I would certainly be willing to meet with him and discuss some issues, but obviously I'm small potatoes so that won't happen.

We haven't even seen actual proof that he said it. "Supposed" copies of the report were "discarded" on the side of the road and found days later. But the cop who submitted the report didn't sign them, hasn't spoken out to confirm the story, and the video tape of the encounter was never released. While I'll acknowledge that Gibson hasn't denied things, he also hasn't said "I said that". Very possibly he doesn't even remember. So before we vilify him, why don't we give him the same benefit of the doubt that everyone gave Clinton over the Monica Lewinsky episode?
BTW, Gibson is NOT a Roman Catholic. He is a sedevacantist who belongs to a splinter group that calls themselves Catholic but does not believe anything about Vatican II or the modern papacy is valid. So let's not drag the entire Catholic Church into this vilification exercise, eh?

Well, one has to assume that those comments came from somewhere inside him, even if they were instigated by his drunken stupor.
Frankly, his most recent move "The Passion" already demonstrated that Mr. Gibson is not overly fond of the Hebrew people. Remember, Jesus was crucified at the urging of the Jewish crowd, but at the hands of the Roman soldiers and Pontius Pilate.
I think Mel overestimates his importance in this world and in the world of religion. Frankly, I don't care who he likes or doesn't like. He's a movie star. Period. That's it. He doesn't set policy, he doesn't write laws, etc. He has gone from being a hero in the Mad Max and Lethal Weapon movies to being a sad, drunken joke of a washed up actor. Sad, really; but I'm sure he has plenty of money to get him out of this mess and to keep him drunk and in and out of rehabs for the rest of his life.

When people drink, what's really in their hearts comes out. Nice people become nicer, mean people become meaner, and anti-semitic people become more outspoken, apparently. He may have been surprised at the bitterness coming out of his own mouth, but the fact that he said it means it was already in there (at least under the surface). Maybe not specifically toward Jews, but just bitterness and hatred in general. "From the overflow of the heart the mouth speaks," but sometimes it takes certain pressure or circumstances (like alcohol) for the "real you" to come to the surface...

When drinking alcohol the truth always seems to come out. He is after a devout Catholic and as a recovering Catholic I know they don't think highly of the Jews.

The Jews must have made him say that to destroy his career. They are really passionate about Gibson. Of course he did not mean it, after all, he apologized . . . right?
