There could be a couple of reasons for that.
1. You have a user account that has limited priveleges. You need to have an administrator account in order to be able to download files. To check that, go to conttrol panel, clk user accounts, clk ur user name and see what is the account type.If it says limited, u need to ask the administrator to log in and make ur accoount an administrator account.
2.
You need to chk your settings in internet explorer. Go to control panel, clk network and internet connections and then clk internet options. Go to advanced and see if Enable install on demand(Internet Explorer) has a check next to it.Also, put a check to the one next to it.
3.You can also check the security settings of your computer, if they are too high , Internet explorer wont let you download programs. Again go to internet options and then clk the security tab and clk on the globe and then clk custom and enable the download radio buttons as you go along and make the security low-med at the bottom.
4.Your antivirus settings may be preventing downloading the file, you may need to turn it off, download it and then turn it on.

4.The last option would be to repair windows if everything else is in place...

try searching for the file at www.drivers.com
Or
Try restoring your computer to a previous date..when you downloaded something and it worked.
Also..make sure you use disc cleanup...you may have too many files sitting there clogging up your space.
