There are two words actuallywhich mean almost the same thing:
STREETWISE, STREETSMART.
Both of them mean:
Streetwise, streetsmart: (adj) .
streetwise, street smart is having the shrewd resourcefulness needed to survive in an urban environment,
Is it a good thing?
Yes, it is as having anything for survival needs to be GOOD!
Sometimes people confuse this expression with over-smartness, pulling a fast one on others.
But it is not the expression's / word's mistake or fault !

Streetwise means you are capable of handling yourself in situations that aren't taught in formal education. I prefer to call it as being intuitive and savvy enough to get out of difficult situations.

If you need to ask you're not. It means savvy, able to cope with the real world rather than theory or academic things. It means being able to spot trouble and cope with it etc.
