The service department told you like it is, but that is also a bit evasive. They cannot really give you any advise without actually running diagnostic.
This however will cost you a minimum of about an hour's worth of DIAGNOSTIC time (shop minimums here).
It is possible that the idle-up command is not getting to the engine from the PCM.
It is also possible that someone who did not know what they were doing tuned your engine, and defeated this feature unintentionally.
There is an adjustment for idle (though it should not be trifled with-.-.-EMISSIONS laws).
It is also possible that if you drive mostly low speed and haven't maintained your car well, that the throttle body needs to be cleaned.
At this point we are attempting to hit a target with an arrow in the dark. GOTS TO HAVE MORE INFO..

Check and clean IACV valve. The a/c causes a load on the engine and the comp.should step up the idle.
Has the car been in an accident? Bad engine mounts will do it. Sometimes an engine needs to be resettled. Which is done by loosening all engine/trans. mounts, put in gear, a/c running and retighten mounts.( May have to do it a couple of times )

i'd get rid of it if i were you...but since you probably won't it might be the switch that controls engine speed when the a/c kicks on...the switch is supposed to make the engine idle higher for the increased load...maybe that switch is bad. if the engine doesn't idle higher, it could cause rough idle.

My Accord is 96, it is probably the cooling system, one suggestion fix the problem and sell the car unless you want to spend a lot on future repairs.
