When I left for school, there were a few things that I got that I thought were sort of ridiculous, but wound up using like mad. In my opinion, gifts made up of lots of little things make the best sort of gifts (there's so much to open!!). Here's a small list of the best things I ever got/used:
-a small tool kit with a flashlight. I used this thing until it broke, and then got another one. It might seem impractical, given that there are (ostensibly) RA's and maitenence people on campus to handle any problem that should arrise, but your coworker will be amazed at how these people seem to magically disappear when they're needed the most. Also, screwdrivers are terrific - and unassuming - bottle openers (at my school underage students could get in trouble for ANY sort of alcohol related items, including beer bottle openers. Screwdrivers were GREAT for opening bottles, as well as Two Buck Chuck).
- a friend's mom gave me the book "Where's Mom Now that I Need Her?" It sounds cheesey, but it's filled with tips such as how to get stains out of your clothes, how to remove odd smells from your room (VERY IMPORTANT if they're living in a dorm), how to prepare basic meals, and health care and first aid. Two years ago my room mate woke up bleeding from her ear - it turned out she'd ruptured her eardrum. I wouldn't have known what to do if I didn't have a resource like that to help me care for her until we could get to the free clinic.
- I know you said you didn't want to get a gift card, but a prepaid phone card is a great and handy thing to have.
- Ziplocks. They're not very personal, but damn, I used ziplocks for EVERYTHING.
- Finally, a really nice moving in gift would be some really good beer. If they're going to college, they're going to spend the next four years learning to like Keystone Light. At least give them something good to have for a special occasion. They may not realize how kind that is right now, but after four years of Keystone, they will really, really appreciate it.

Do you want something for her dorm room, or for her studies? Something she needs, or something she'd like but wouldn't spend the money on herself?
Browse the online store for the college - you could get her sweatshirt, t-shirts, gym bag, etc with the college name on it.
Or maybe pay for her membership at the campus gym.
A fun gift is to give her a huge jar of quarters so she can do her laundry all year, and you can include a laundry basket, detergent, stain remover, etc.
For her dorm, anything but a hot plate or a halogen lamp, the two most deadly appliances in any college dorm. A small microwave, stereo, or coffeemaker could be useful. A shower caddy and shower flipflops are a must for communal bathrooms. Or sign up for a service like Mrs. Beasley's that will deliver cookies or fresh fruit to her dorm every month.
Walk around Bed, Bath, and Beyond or Linens N' Things, they have tons of great dorm-sized gifts.

Get her an awesome recipe book & maybe a couple of cooking supplies. But if she is living in a dorm, I guess that wouldn't work. In that case, I would maybe get her something really nice in her college logo like a lamp or something.

Do a last hoorah of summer gift basket. Find a brightly colored sand pail and fill it with tropical smelling lotions (either from bath and body works or Escada's summer tropical scent still in stores) and items from Breezy Beach Wear! I love their silk flower hair clips and beach jewelry. She'll love it!

When I went to college, my sister bought be a bunch of stackable bins so that I would have more storage space in my dorm. She filled them with a bunch of stuff, like shower things (shampoo, sponge, etc.) and first aid (band-aids, rubbing alcohol) and fun items (DVDs, ice cream / coffee gift certificates).
