"A swell" was a word used in the 19th and early 20th centuries to speak of someone with a lot of money, or in the upper classes. So something swell is good, or as they would say now, cool.
Lousy is the opposite, as poor people were thought to have lice, so anything bad, low-class or poorly done was lousy.
