Three things (though I don't recommend 2 of them).

1. Invade and take them over.
2. Go back to the living standard of before the internal combustion engine.
3. Develop other sources of energy, from nuclear to solar to wind to tidal to hydroelectric to fission to workhouse treadmills*.

The previous answer was not only too simple, but also incredibly one-sided. The simple fact is that the countries currently with the majority of oil production look to those revenues to *fund* their governments and their social programs. Saudi Arabia, Iran, Qatar, the UAE and many of the surrounding nations are not exactly known for their wheat or corn crops, and they're not heavily into manufacturing and exporting items. It's oil they've got, and it's oil the rest of us want....and lots of it.

So yes, they're able to dictate - to quite an extent - what the barrel price is for crude oil.

But also keep in mind that it's the petroleum companies which are making the real killing here - Exxon Mobil posted a profit of over 10 BILLION US DOLLARS for the recent quarter.

What's needed is to work toward a petroleum-free society, developing other means of powering our infrastructure and transportation needs. By doing this, we can help to avoid the very situation we find ourselves in currently.
