No, I don't think eBay is plagued with either.

Certainly, there is some of both but it is quite minor.

I do think eBay is plagued with scams. Not sure about self-bidders. About the worst thing that's happened to me on eBay is getting items that are not as nice as described. I'm always really careful and read peoples feedbacks before buying! I never buy anything from a person if their feedback is less than 99.5%.

If someone gets caught scamming or self-bidding then ebay should press charges!

Self bidding = shill bidding. You or a friend bids up an item that doesn't intend to buy. Very bad, and Ebay is super careful about it. They ban you if they even THINK this is happening.

Scams in general are few and most transactions go through no problem.

There is plenty of scams on ebay.Ebay has a message board, you can go there and read about people that got scammed
