I was a competative swimmer my entire life, and that was quite common for people to experience that I swam with. When you are swimming, your arms and hands are cool down faster then the rest of your body. This happens because the act of swimming requires you to move your arms and hands more then any other body part. The water cools your hands down faster then the rest of your body, as a result of this constant movement in the water. When your hands cool down, the blood does not circulate as quickly through them. The tingling you feel after swimming is your hand warming back up and the blood starting to flow at it's normal rate again.
Don't worry about it. It is perfectly normal and happens to most people. There is absolutely nothing wrong with you.

Numb hands may prevent writing, dressing, or holding objects safely.

How long were you in the water? It's normal if you stayed really long. It's the cold water that's making your hands numb and then, when you get out of the water your hands started to "thaw" and that's the tingling feeling.

Just a guess....too much chlorine maybe? If it continues you should see your doctor because they're a lot of other things that cause your hands to tingle.

It could be an allergy or something worse like paralysis from a virus or infection. I would get to a doctor for complete workup quickly.
