The governments contribution is to install systems that do
not fun function properly .It is either lack of proper training of staff
or absolute incompetence on their part .
The only thing they are very good at when it comes I T is to waste Billions of taxpayers money.

The Information Technology is primarily filled by the Government. How many private businesses want to share their information with others? Any maps of terrain, or any new management processes come from your government,

The government is the one to thank for IT alltogether. The Internet itself started as a US Dept of Defence project called DARPANet. We wouldn't have the Internet if it wasn't for that.
