NOTICE for individuals planning to immigrate to Québec
If you are a foreign student in Québec, one year away from completing your studies, and you are interested in permanent immigration, here is a process tailored especially for you!
After receiving your letter of acceptance from an educational institution to study in Québec, you must, unless you are exempt:
obtain a Certificat d’acceptation du Québec (CAQ) for studies, issued by Québec immigration authorities;
obtain a study permit, issued by Canadian immigration authorities.
This obligation applies if you are studying at the primary, secondary, college or university levels, in adult education or in any other educational program.
The time to process a CAQ application is four weeks, excluding mail time.
The time to process an application for a study permit and, where applicable, a temporary resident visa, can vary from one Canadian Visa Office to another. It also depends on whether or not a medical examination is required.
Start the process to obtain the necessary authorizations to come to study in Québec as soon as you receive your letter of acceptance from the educational institution, or at least two months before your studies begin.

yes it is possible ,first you have to be accepted in a university in Quebec,then take the letter of the university to the immigration for the ( c a q) ,they will guide you all the way try this university(berri uquam,universite de Montreal).you can look them up online for there phone number you can call to get more info.
