im not quite sure if one can make photos look like they are cartoon however if u are interested u can try discussing it with a professional photographer,, u can probably drop into ur local Kodak express store or any other photo developer for that matter and enquire ...if u are really keen on it....

try the free irfanview at irfanview.com. weird name, but some cool effects if you like to mix with brightness, contrast, and color; it's easy to use; and i think it has some sort of tool that could make a picture look cartoony if you ess with the tools a bit. it's the best free option for photo editing, there are lots of tools that you'd normally pay a lot for if you bought a more popular program. it rocks, good luck!
