are developed and which ones are not and who gave them the authority?

It is all the result of the two world wars - the so called might is right. That apart, the industrial revolution which brought about innumerable inventions which aided progress of human civilization also contributed to that scenario. So, the countries which had an upper hand in those areas began to develop rapidly compared to slow or no progress in many parts of the world. Thus, a domino theory set in and very few countries managed to overcome that and establish themselves as well-developed. In short, it was a question of 'haves' and ‘have-nots’; it was based on exploitation of resources in the world by a handful of countries by stalling or disallowing progress of others! Eventually, the whole world has been divided into the so-called first world, second world and third world countries. Then a group of rich man's club called G-8 was set up and it recently had a meeting in Russia. And, what is the objective of this group of 8 supposedly rich countries? The main objective is to find ways of further exploiting the resources in other countries, and now even in the space and other planets, to their advantage! Any aid offered to other needy countries by them is only a fraction of what they got and continue to get from them. To cut short the long story, it is determined by those countries which claim to dominate the world!

There is no determining agent at this point in history. Many of the countries that are developing themselves had been colonies of the European countries. When colonialism was in effect, the European countries ran everything not giving much opportunity to the native people to learn how. When Independence was "granted", then many people who were indigenous to that land had to figure out how to use the colonial power's infrastructure. It was sink or swim and many sank.
Before the countries had existed as colonies, they were made up of smaller groups of people who lived on the land. Now, as large countries which are still made up of smaller groups there's a lot of competition for power. Everyone suffers and until they decide to adopt the "western" way, they will be developing, not developed. Granted, the "western" way may not be the best for them and their needs, but that's what makes them "developed".

Basic needs of shelter, food, clothing and employment for all should have been completed and developmental works to improve the standard of living should have been done will be termed a developed country irrespective of democracy or otherwise. Whoever decides without these is not doing it with a proper scale and he has special unit of measurement to be used according his convenience.

The labelling of countries as 'developed' depends on the degree to which there is stable government from local to national, rule of law, an educated population, industry, infrastructure, communications, etc.

As for which countries develop, that is dependent mainly on their government and the culture of the society.

The big organizations such as the U.N. research countries and view their economy status and politics. There really isn't authority per say but they do have power against most countries.

It is a combination of factors... I agree with rfjanssen, but also the type of government has allot to do with it too. You can have an abundance of resources, but if your government is corrupt, the people will still be very poor...(ie. Mexico)

the united nations place because the united nations are in the charge of preventing wars famines and bad things from happening but somehow somethings don't work out.

the people...and the people who the people elect to lead them....and finally, natural resources...a country must have natural resources to develop...
