I know what it's like to have a child that really wants something, and to be the dad that really wants to give it to her.
But, unless you already have an established connection on the "inside" of WWE, there's no amount of money that will get Randy Orton to your daughter's party. Think about it outside the box for a minute... If that were possible, they wouldn't ever be doing shows. They'd all be pimped out for little girl's parties.

i doubt it, the wrestlers are always moving from city to city, why not try finding out where they will be that day and take your daughter to the show, get her a back stage pass if they have them. who knows it might work. She likes Randy Orton huh, well that guy seems pretty arrogant on tv maybe some of the nicer wrestlers like Cena or Mysterio might spend some time talking to your daughter.

I doubt Randy has time to make appearances for stuff like this. He has a busy schedule. Maybe you could book a local wrestler fro an appearance.

I dont know how old is your daughter .look around your neighbourhood if any person resembles like the wrestler she wants to come to the party and hire him for paltry sum to playact like your wrestlerbecause any way www wrestling is playacting anyway only most people who go and watch that on tv and in person are pea headed not to know the truth.

You have a better chance booking John Cena or Mysterio. But it's hard booking wrestlers. They're always in the road.

The WWE used to book wrestlers for appearances but I do not know if they still do it. If they do, prepare to spend at least $10,000 for it to happen.
Contact WWE promotions and see if it is possible.
