I always thought of India as a developed country. To think otherwise is to negate thousands of years of history. Perhaps the questioner sees development as having faster automobiles or more weapons of mass destruction. No one doubts that owning an electronic can opener will bring one into the modern age. But there is a doubt as to whether modernity brings happiness. Happiness is not a byproduct of nuclear energy, but a realization that things like jet planes don't matter. But what matters in the long run is a sense of serenity that comes with self-realization. India has been called the mother of religions. And like all mothers it deserves respect and not a new hair dryer. Things should never replace humanity as the measure of civilization.
