No city is boring. It is what YOU make of it. I moved to a city and immediately joined a Seniors club and made lots of friends to do interesting things with. You can make a city boring by being boring yourself. Find a club or organization that fits your interests and you won't be bored.

First, if there was literally nothing to do in your city, these people you speak of would not have moved there in the first place.
Second, you are right that people have to make their own fun. By the sounds of it, these people are only "enjoying" themselves when they are in an environment where everyone (including them) is intoxicated, and even if they were capable of coherent speech, they wouldn't be able to hear it over the band... Which can be a lot of fun, but there are so many other ways to spend your time!
Every city has something that draws people to it - and the city's visitor's board is a good place to find out what the local area has to offer. Why don't you find an activity that you can only do in your city, and invite these folks along? It could broaden their horizons, and you would all have a great time!

it's true that you can find your own fun, but lets say you like a certain type of music & the city you live in has no clubs or venues that cater to that type of music. then you could say that the band scene has nothing. there is stuff there, of course, but not in the taste that someone new to the area is used to. if you really liked country music, you'd probably have more fun in a city like nashville, then say detroit. also, if you really like a certain sport & that city doesn't host a professional team, that could be a problem too. not every city has a team for every sport.

No I think it's just a matter of the type of fun they are used to.
I mean for example...if you really like listening to music and you suddenly move to a place where there arent any music stores, and there are no concerts and you can't get MTV then obviously you are gonna hate it.
On the other hand if you move from a place like i just described to a huge city where there are always clubs with bands playing, music stores on every corner, concert halls at both ends of the city, then you're gonna love it.
It's not a matter of being uncreative...it's a matter of taste. One city may be okay for one person if it offers them the things that they love, and not okay for another if they are unable to pursue their interests.

They are afraid of change. They are so worried about not knowing that it stops them from making good of any situation. Thats why the left where they were at because there routine was boring , but familiar. Fear of change stops them from having fun.

Maybe they have done all the activities that the city has to offer. Now they have to come up with new ideas. This sometimes hard to do if you don't have a good imagination or money to burn.
