webs of various forms are made by different species of spiders - most often people think of the "orb" web, made by most common garden spiders. other web forms are the cob web (tangly, no specific shape) and the funnel web. Black widows are one spider that make a cob web, so don't assume the web is deserted when you see one. I've added a link to a wiki here for you to look at.

Cobwebs are just retired scraps of spiderwebs, or threads they've used. There's a number of common spiders that like the inside of our houses, and the rent's cheap! Most of these guys don't make pretty, regular geometric webs like you see out in the garden. You usually won't find the occupant still hanging about, but if you're cleaning darker, secluded places, you should use a handled cleaning tool - there's nothing fun about Brown Recluse or Black Widow bites, and they can take it personally if you swipe them with your hand while you think you're just brushing some old web away.

A spiderweb is still inhabited by the spider. A cobweb is basically an old spiderweb that is longer inhabited by a spider.

No difference. They are both spider webs. Cob or
coppe is an old word for spider. The cobwebs that
appear in houses are mostly old webs that have
accumulated enough dust to make them obvious.
They are mostly made by theridiid or pholcid
spiders, and are irregular in shape, not the nice
symmetrical orbs such as made by garden spiders.
